SELECTS: Policies


MISSION STATEMENT

The objective of the East York Bulldogs Select Program is to provide an opportunity to develop players through participation in the North York Hockey League and additional practice and instruction while maintaining the integrity of our House League Program and adhering to our House League Creed (see attached). All East York Hockey Select Teams are affiliated with the Toronto East Enders Ti-Cats GTHL organization.  Teams wishing to move into the GTHL must do so via the Toronto East Enders program (some exceptions apply).

EXECUTIVE

The program is governed by an executive that is comprised of the President, First Vice President, Second Vice President and Select Treasurer of the East York Hockey Association. The Second Vice President and the Select Treasurer will be responsible the association financials and operating policies. The Second Vice President and Select Treasurer are responsible for day-to-day operations of the teams and in all matters relating to the North York Hockey League and the GTHL, its members, other hockey organizations and governing bodies. The President and First Vice President will be responsible for oversight of the entire program and the integrity of the program as it relates to East York Hockey Association House League.

EAST ENDERS GTHL AFFILIATION

All teams from Minor Atom to U21 will be affiliated with the East Enders GTHL club in as far as the East Enders operate a team in the corresponding division.  The affiliation allows the East Enders to use East York players as call ups with their GTHL teams.  Coaches advancing to coach a GTHL team in the immediate year following the division they are currently coaching in (EYHA Selects), will only be released to do so with the East Enders.

ASSOCIATION TEAMS

Unless otherwise determined by the association, the association will register and operate teams from Tyke to U21 in various categories and tiers as a Member Club of the North York Hockey League. Under no circumstances will the Association be responsible for any obligations, financial or otherwise, incurred by a Team unless it is approved by the Executive.

FUNDRAISING

Team Finances – All money collected for “Select Registration” and “Player Gate Fees” will be remitted without prior deduction to the Select Treasurer. Money raised from Sponsorships or Fundraising will go into the Select Teams Bank account. Any costs for Equipment, additional practice ice, Tournament Fees, Extra Jerseys (specified vendor Eagle Beaver Sports) must be approved by the Select Convenor.

Team budgets must be presented and approved by parents by October 20th.

Each Select team will open a bank account with 3 signing officers consisting of the team manager and 2 parents not involved with the teams coaching staff. All monies must be spent on the team in the year that they were raised, and team officials must provide an accounting to the Select Treasurer no later than May 31st of the fiscal/ seasonal year. All team bank accounts are to be closed at seasons end.

PARENTS/GUARDIANS STANDARD OF CONDUCT

Parents/Guardians are expected to conduct themselves with respect, courtesy, and civility in all dealings with regards to their child’s involvement with the Association, other teams, game officials, and other spectators. Provocative and inflammatory types of behaviour, including the use of profanity, threats and verbal or physical confrontations will not be tolerated. The Association reserves the right to discipline any parent/guardian who violates these standards of behaviour or whose actions, in the opinion of the Association, denigrate, damage or bring into disrepute the image and reputation of the Association or Team Officials. The parent/guardian may be prohibited from attending team functions, practices or games for such a period, as the Association considers appropriate. Failure to abide by these sanctions may result in suspension of the player. In addition to the above, sanctions may be imposed by the North York Hockey League.

The Association reserves the right to discipline any parent/guardian who violates these standards of behaviour or whose actions, in the opinion of the Association, denigrate, damage or bring into disrepute the image and reputation of the Association or Team Officials. The parent/guardian may be prohibited from attending team functions, practices or games for such a period, as the Association considers appropriate. Failure to abide by these sanctions may result in suspension of the player. In addition to the above, sanctions may be imposed by the North York Hockey League.

PLAYERS STANDARD OF CONDUCT

Players are expected to represent their team and the Association with dignity at all times. They shall always show respect for the rules of the game, teammates, team officials, game officials, opponents and parents. Players must make all of their House League Commitments. Players should refrain from the use of alcohol and prohibited drugs, The Association reserves the right to restrict ice time, suspend or release a player who is found by the Association to have breached any of the above obligations.

PLAYER INJURY

Neither the Association nor the Team is responsible for any injury suffered by a player howsoever caused. The GTHL maintains insurance, which may be applicable in certain events. If a player leaves a game or practice after getting hurt a Hockey Canada Injury Report must be filed by the Team Trainer and submitted to the Second Vice President for remittance to the appropriate governing bodies. Any injury causing concussion must be followed up with a return to play form with Doctor’s approval before the player can return to play or practice.

COMMUNICATION DISPUTE RESOLUTION

In the ordinary course, parents/guardians should discuss and resolve issues with Team Officials. When issues cannot be resolved with Team Officials then the Executive should be contacted. In that case communications should be directed to the Second Vice President and the President (within 5 days) to be communicated to the Executive for resolution.

Team Officials, players and parent/guardians are expected to recognize and respect a “24 hour cooling off period”, prior to discussions relating to any dispute. The Association will not become involved until all other options have be exhausted by the parties. Decisions by the Executive shall be binding for all parties.

SUSPENSIONS

Any suspension incurred by a player/Team Official, in the normal course of House League games will be automatically matched in the Select Program. Any suspension incurred by a player/Team Official in the normal course of N.Y.H.L. games will result in an immediate 1 game match in House League subject to the review of the Executive. Any suspension in the course of normal play in either House League or N.Y.H.L. games as the result of fighting will automatically be matched and served in both leagues. Suspensions incurred at the end of House League and NYHL seasons will carry over and be served in the following season before a player can resume play in either league.

EXECUTIVE RESPONSIBILITIES

The Executive has exclusive control over its Teams, Players and Team Officials registered with the Association for all periods sanctioned or mandated by the Association and its governing bodies. The Association will have responsibility for the following:

Team Officials The executive appoints and if necessary replaces the Head Coach and approves the selection of other team officials. The executive monitors and evaluates the performance of all team officials.

Registration – The executive registers its players and team officials with Hockey Canada and the N.Y.H.L.

Tournaments – All tournaments or out of town trips are the responsibility of each team. All tournament fees will be processed in conjunction with the Select Treasurer. The Second Vice President will approve and process all-tournament applications. There must be a minimum notice of six weeks in advance of the tournament date. All tournaments from Tyke to Major Peewee must be within the GTA and must not conflict with any House League commitment, unless the tournament occurs during such a period where the House League and NYHL are not operational i.e. Christmas and Easter.

Practice Ice – The Association provides each team with one hour of practice ice per week (20) during the course of our contract with the City. The Association at its discretion, due to ice availability, game schedule, tournaments and house league conflicts give any team a ‘By Week” in the practice rotation. Attendance at all House League practices is mandatory for a player to maintain good standing in the Select Program. Any additional practice ice must be purchased through the City of Toronto permit office by the Second Vice President and accounted for with the Select Treasurer. When on our practice ice all team officials must be registered with the Association, have a minimum of a Respect in Sport Certification and wear a C.H.A. approved helmet. No other person shall be allowed on our practice ice unless they have proof of insurance from a registered hockey school.

Association Logo – The East York Hockey Association and East York Bulldogs Select and their Logos are registered marks of the Association. The Association must approve all use of these logos.

Equipment and Clothing – All Select equipment and clothing are for exclusive use for Select games and practices only. Players shall not wear any select jerseys or socks for House League games or practices. Team officials will be responsible for the care and collection of equipment and jerseys on loan by the association.

Disciplinary Hearings – A member of the Executive will accompany team officials and player(s) to any disciplinary hearing mandated by the N.Y.H.L. The Association reserves the right to who may attend a disciplinary meeting.

The registration fee for the 2022/2023 season will be $500.00* (not including U21). The Select fee includes; NYHL registration, insurance, one hour per (20) weeks of practice ice, 2 sets of hockey socks (home/away), team and individual photos. 

*Select registration fees are set based on 15 players per team. Teams must meet the 15 rostered player requirements. Any short bench game fines will be charged to the team.

TEAM OFFICIALS RESPONSIBILITIES

Team Officials  Each team can have at most five officials, one of whom must be a certified coach, one of whom must be a certified trainer. All team officials must have a Respect in Sport Certificate and register a police report (through the Association). The Head Coach will be appointed by the Association. Other team officials will be appointed by the Head Coach subject to the approval of the Association. The N.Y.H.L. provides 4 arena passes only for Team Officials.

Team Officials must meet the minimum requirements as per Hockey Canada, including GENDER COURSE, Respect In Sport for Coaches and have a cleared Police Reference Check.

Treatment of Players All players signed by each team must be treated fairly with regards to ice time during games and practices.

Team Meetings The Head Coach and manager will have at least one team meeting with parents/guardians. At least one executive member must be present at this meeting.

Supplementary Team Rules The team may not adopt policies and rules in addition to those set out by the Association.

Team Finances All monies from registration, fund raising and sponsorships will be remitted without prior deduction to the Select Treasurer who will keep a separate account for each team. Any costs for Equipment, additional practice ice, Tournament Fees, Extra Jerseys (specified vendor Eagle Beaver Sports) must be approved by the Select Treasurer who will in turn issue a cheque to the individual supplier on the team’s behalf. Team budgets must be presented and approved by parents by October 1st.

All monies must be spent on the team in the year that they were raised, and team officials must provide an accounting to the Select Treasurer no later than May 31st of the fiscal/ seasonal year.

No coach, parent, or volunteer shall open and/or operate a bank account of any kind on behalf of or for the benefit of any EYHA Select team. This includes but is not limited to East York Hockey and/or East York Bulldogs.

No coach, parent, or volunteer shall solicit to the organization, parents or other teams on behalf of or for the benefit of any business. This includes but is not limited to person- to person, email campaigns and web-based advertising. All personal information furnished by parents is for the exclusive use of team-based communications.
